Our Journey and Mission
Every person deserves the opportunity to move beyond crisis and toward a stable, meaningful future.
Paths to Stability© was created to help individuals and families experiencing housing instability find more than temporary relief — we are building a pathway toward stability, purpose, and self-sufficiency.
Through coordinated support, compassionate accountability, and strong community partnerships, we believe people can rebuild their lives when given the opportunity, structure, and support to succeed.
Our Board Of Directors
Elizabeth Falkenberg
Chair
Elizabeth Falkenberg serves as Chair of the Board of Paths to Stability and is a dedicated community advocate with deep roots in volunteer service throughout Northern Colorado. Drawing on her lived experience as a caregiver, Elizabeth brings a compassionate and community-centered approach to leadership.
Her volunteer work focuses on addressing food insecurity, housing instability, disability advocacy, and supporting marginalized populations. She volunteers with Meals on Wheels Loveland/Berthoud, Homeward Alliance’s Mobile Laundry program, the Loveland Community Kitchen, NoCo CommUNITY Store and The Gardens on Spring Creek. She also participates in community initiatives such as Loveland’s Snow Squad and currently serves as Vice Chair of the City of Loveland’s Disability Advocacy Commission.
Through her work, Elizabeth has built strong relationships across nonprofits, mutual aid networks, schools, and local government. She is passionate about creating equitable systems of support and ensuring that community voices, especially those of historically underserved populations, are represented in decision-making. Her leadership is grounded in service, collaboration, and a commitment to strengthening community resilience.
Troy Daniels
Vice-Chair
Prior to studying law at Massachusetts School of Law, he was an Account Executive for TMP Worldwide, the parent company of Monster.com, overseeing global recruitment for Novartis Pharmaceuticals.
Troy had worked as a Medicaid Eligibility Technician prior to joining a law firm and advocating for indigent hospital patients. He volunteered with the Committee to End Elder Homelessness and the Innocence Project.
Troy has served on multiple public boards including the Education Committee, Board of Health, Sewer Commission, and the Public Access Cable Commission. That commitment to public service continues in Loveland, where he currently serves on the Historic Preservation Commission.
Trisha Sellers
Secretary
Trisha believes that it is a crime and a sin for any human being in the United States to be without a home. Trisha brings more than 40 years of experience in organizational management and administration in both the service and manufacturing sectors. One of the service sectors was in an Adult Addictions program.
Trisha earned an A.A. degree in Music, a B.S. degree in Management of Human Resources and is enrolled in a Master’s program in Theology and Biblical Studies. Trisha is passionate about the mission of P2S in “transforming lives by providing essential support and resources to the unhoused community”.
Doug Luithly
Treasurer
Raised in southeast Iowa, Doug comes from a family whose roots trace back to Germany and England. After serving four years in the United States Air Force, he relocated to Loveland, Colorado, in 1981 and has been an active member of the community ever since.
Committed to civic engagement and community leadership, he is a graduate of Leadership Loveland and participated in Agenda for the 90s, a community visioning initiative focused on shaping the future of Loveland. He served as the Ward 3 representative on the Loveland City Council from 1994 to 1995 and has contributed his time and expertise on numerous local boards and commissions.
His nonprofit service includes serving as a board member for The Mission in Fort Collins, as well as supporting several organizations and community initiatives throughout the Loveland area. He brings a strong commitment to public service, community development, and collaborative leadership to his role on the Board of Directors.
Bob Massaro
At-Large
Bob Massaro is a longtime Loveland resident and community advocate dedicated to strengthening the community through public service and civic engagement. He has served on several Loveland boards and commissions, as well as the board of a local nonprofit, contributing to community development, public policy, and local governance initiatives.
Bob brings more than 30 years of management experience in the aerospace industry, where he led teams, and developed solutions to operational and organizational issues. This experience provides a strong foundation for his nonprofit leadership and strategic planning efforts.
As an At-Large Board Member, Bob is committed to advancing practical, evidence-based solutions that address homelessness and housing instability. He believes lasting change comes through collaboration, accountability, and community involvement, and he is focused on helping build sustainable programs that create pathways to housing, stability, and opportunity for residents needing a path forward.
Caroline Krumm
At-Large
I wholeheartedly believe that people don’t suffer from feeling too much empathy for others, but rather, not enough.
I also greatly believe that people do not fall into homelessness on their own accord; instead, people are pushed into homelessness.
These are the beliefs that guide me to learn and help Paths Two Stability (P2S) to become not just a concept, but rather for it to become a reality.
Outside of my numerous advocacy and volunteer efforts, my passion is working as a “maker” and “creator” through a plethora of different mediums. Whether it’s sculpting clay or plotting a landscape, I find it all to be so deeply rewarding. However, my most prized creations are my children and my marriage.

Lisa Chollet
Executive Director

Holly A. Herson, MPA
Operations & Program Director
Holly A. Herson, MPA brings more than 20 years of experience in healthcare operations, compliance, policy analysis, and advocacy. She holds a Master’s of Public Administration in American Healthcare Policy and Mangement from Northeastern University, and also maintains certifications as a Certified Ophthalmic Assistant and Certified Professional Coder.
Holly has spent her career working at the intersection of healthcare delivery, technology, and public policy to improve systems of care and outcomes for underserved populations. She has led operational initiatives, managed clinical teams, overseen regulatory compliance programs, and implemented technology solutions that improved efficiency and improved outcomes across organizations in Colorado and nationwide. She has also worked closely with Colorado lawmakers and small business owners as a consultant and has extensive experience engaging diverse stakeholders to advance meaningful change.
Holly is also a published writer whose articles on healthcare policy, regulation, and innovation have appeared in professional medical publications and industry journals. Her passion for storytelling, advocacy, and community engagement informs her leadership approach and commitment to helping individuals and families achieve stability and opportunity.
